We have verified with Patriot Hitches that there are not different towing capacities and tongue weights based on the rise or drop of the Adjustable Drop Hitch Receiver Adapter # PH54FR.

If I am following you correctly, I think what you are looking for is a drop hitch that has a 2.5" shank for your truck and then the part that drops is a 2" receiver. So essentially a hitch reducer that also supplies a drop.

That is correct, manufacturers do not offer a bolt-on trailer hitch receiver for 2011 Ford Expedition models. You'll have to go with a weld-on hitch and would need to measure the distance between your frame down to clear the bumper so that you can choose the correct drop:

While there isn't an adjustable option, there are dual hitch adapters for flat towing that allow you to tow your vehicle and carry a bike rack at the same time. The right one just depends on the amount of rise or drop you need. Also keep in mind the use of an adapter will reduce the tongue weight capacity of your hitch by 50 percent, and that the rise or drop will depend on the way the adapter is turned.

The hitch shank that you currently have, 63970, has been replaced by Reese Hitch Shank # RP54970. This hitch shank will provide 2 inches of drop using round bars and 1-/14 inch drop using trunnion bar on your weight distribution system.

We have a few bolt-on hitches that could work with your 1989 Ford Cutaway Van Chassis, if the outside to outside frame width is around 42 inches. You'll also want to measure for the drop you need. The drop if the vertical distance from the underside of the frame members where the hitch would attach to the lowest portion of the back bumper. For your 2-1/2 inch trailer hitch receiver, the shank with the most drop is the Equal-i-zer Weight Dist Shank - 2-1/2" Hitch - 10" Rise/6" Drop # EQ90-02-4900. This will give you 2 inches more drop than the # EQ90-02-4800 you referenced.

Determining how to get the correct rise or drop is actually pretty simple and only requires two measurements. If you get the largest rise and drop you could wind up with more ball mount than necessary.

The weight distribution shank we offer that has the most drop that fits a 2-1/2 inch hitch is the Curt Shank part # C17132 which has a drop of 9-1/4 inches. Depending on if you calculated the drop you need with the trailer's tongue weight on the hitch or not this could work. If you came up with 9 inches of drop with the tow vehicle unloaded 8 inches of drop might be right when the weight of the trailer is on the rear suspension.

I have a solution for you but there are not hitch steps that have a drop and fit a 2-1/2 inch hitch. First you will need a reducer sleeve such as # C45405. Then you could use hitch step # RHS2 which is 2 steps with the first step with a drop below the hitch receiver. Selecting the right rise or drop for a weight distribution hitch is going to be the same as it is for a ball mount. You will need the proper amount of rise or drop that allows you to tow the trailer level. If the trailer is not level the weight distribution system will not work like it should because the tongue weight will either be too low or too high.
